Job Description

Starting salary to commence at $133,891 - $198,000 except in extenuating circumstances. General Statement of Job Performs a wide variety of highly responsible, complex, and diverse professional duties. Plans, directs, manages and coordinates the activities and operations of multiple City departments to support the City Manager. City Expectations: Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency. Specific Duties and Responsibilities Essential Functions: Serves as Acting City Manager during his/her absence. Direct, support, and evaluate assigned department directors and divisions in performance of departmental activities. Work closely with assigned department heads to ensure operational efficiency, goal alignment, and responsiveness to community needs. Lead and coordinate special initiatives as assigned, such as cross-departmental projects, intergovernmental agreements, and strategic planning efforts. Completes studies, research, reports, surveys and analysis, and recommends programmatic changes to improve efficiency and effectiveness. Makes recommendations to the City Manager on the development and implementation of administrative policies and procedures, budget development, and strategic planning. Provides professional support for Council directives, including policy research, project management, and Council presentations. Reviews complaints directed to the City Manager’s office and initiate investigations and referral to proper operating division. Perform follow-up to ensure appropriate action is taken. Drafts Memorandums, Ordinances, policy/procedures, legal agreements for city manager review and Council approval. Promotes a high trust, high-performance culture through coaching, recognition, and accountability. Serves as City liaison to key community groups, nonprofits, and advisory boards, including public outreach, collaboration, and presentations. Serves as the City Liaison at the Sarasota County EOC during emergency activations, coordinating resource requests and with delegated decision authority. Directs, supervises and ensures development of designated employees within the City Manager’s Office. Responsibilities : Responsible for assisting the City Manager in coordinating the day-to-day operations pertaining to city management. Supports strategic initiatives including long-range planning, budget development, labor relations, project management, and public outreach. Minimum Education and Training A Bachelor’s Degree in Public Administration, Business Administration or a related field required. A Master’s degree in Public Administration (MPA) or related field is preferred. Must have five (5) years’ experience in municipal government administration. Experience and demonstrated ability in supervision required. Possess a valid Florida Driver’s license, free of any serious violations or ability to obtain an in-state license within thirty (30) days from date of hire. Minimum Qualifications and Standards Required Skill Requirements : Must have considerable knowledge of the principles and practices of municipal government administration, including ethics, communication, public outreach, relationship building, and process improvement. Ability to analyze a variety of complex administrative problems, to make sound recommendations for their solution, and ensure accountability in implementation. Ability to express ideas effectively, both orally and in writing. Ability to establish and maintain effective working relationships with other City officials, employees, and the public. Requires consistent use of independent judgment and creative thinking to solve unique and complex problems. Knowledge of Florida municipal law, government finance, emergency management, and strategic planning is highly desirable. Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department. Physical Requirements : Work is essentially sedentary with occasional walking, bending, lifting or minimal physical exertion. Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions. Must be capable of functioning in a fast-paced, high-stress environment with multiple priorities and deadlines. Reasonable accommodation will be considered for individuals with physical disabilities. Working Conditions : Work is performed primarily in an office setting with some travel to various meeting sites.
