Overview

Director, U.S. Policy, Government Affairs position at AbbVie. The role supports the U.S. Policy & Analytics team, the Federal Government Affairs (FGA) team and the Business Evolution Strategy Development (BESD) team by monitoring, tracking, and analyzing key U.S. federal public policy issues that could impact AbbVie and the patients we serve. The Director will lead federal policy efforts related to commercial insurance and PBM reform, develop policy positions, and coordinate strategies with internal stakeholders and external partners.

Base pay range

$156,000.00/yr - $296,500.00/yr

Job Description

The Director, U.S. Policy will support the U.S. Policy & Analytics team, the Federal Government Affairs (FGA) team and the BESD team by monitoring, tracking, and analyzing federal public policy issues that could impact AbbVie and the patients we serve. Responsibilities include leading federal policy efforts related to commercial insurance and PBM reform, guiding development of policy positions, and coordinating with internal stakeholders to determine impact on AbbVie and patients. The Director will identify emerging policy trends and develop recommendations to prepare for threats and opportunities. The Director will communicate policy changes at the federal level to internal stakeholders and co-develop strategies with internal colleagues to support business objectives. The role also supports the FGA and BESD teams in developing advocacy materials and messages that articulate AbbVie\'s position. The Director will partner with senior leaders across Federal Government Affairs, BESD, Global Policy & U.S. Access Strategies, Public Affairs, Market Access and Legal work focused on commercial insurance and PBM reform and will set federal policy priorities while engaging partners to mobilize enterprise-wide resources.

Core Responsibilities

  • Identify, track, and analyze commercial insurance and PBM reform legislative and regulatory developments affecting AbbVie and its products.
  • Assess how federal developments related to commercial insurance and PBM reform impact AbbVie and its patients.
  • Develop clear communications to keep internal stakeholders informed of federal issues and developments.
  • Provide internal policy expertise and create materials such as talking points, policy papers, and legislative language in collaboration with legal teams to support policy priorities.
  • Develop policy ideas in collaboration with internal stakeholders and ensure positions align with business objectives.
  • Create persuasive materials and messages for internal use with policymakers and third-party stakeholders.
  • Collaborate with Therapeutic Area Strategies and brand teams to integrate insights into policy analyses and development.
  • Direct and manage external analysis, projects, and initiatives supported by external consultants.
  • Align with International Policy to ensure global consistency of AbbVie\'s positions.
  • Represent AbbVie in external policy discussions as needed to position AbbVie as an industry thought leader.
  • Engage senior leaders to garner cross-functional support for initiatives across Federal Government Affairs, BESD, Global Policy, U.S. Access Strategies, Public Affairs, Legal, and Market Access.

Qualifications

  • Minimum ten years of experience in progressively responsible roles.
  • Significant experience in commercial insurance and PBM policy, including deep ERISA and ACA technical understanding with knowledge of government affairs, public policy, market access and/or the law.
  • Relevant healthcare policy experience with a focus on pharmaceuticals policy; understanding of federal, international, and state policy interactions.
  • Ability to identify policy opportunities and translate policy into commercial business impact with persuasive written materials.
  • Exceptional verbal and written communication skills; ability to present public policy positions clearly to internal and external stakeholders.
  • Ability to collaborate with cross-functional teams, manage ambiguity, and work in a fast-paced environment.
  • Strong analytical, critical thinking, and organizational skills with attention to detail.
  • Bachelor\'s degree in public policy, health care administration, political science, or related field required. Advanced degree (MPH, MBA, JD, MPP, PhD) preferred.
  • Some domestic travel (approximately 15%) required.
