Job Description

Position will be open until filled.

We are currently seeking:

A Grants Administrator who will be responsible for identifying and applying for various grants related to Public Works that meet the organization's needs, overseeing the grant application process, record keeping, reporting and compliance activities.

Your responsibilities will include:
  1. Monitoring grant opportunities related to Public Works and Public Works projects. Identifying applicable grants based on Public Works projects, their scope and objectives.
  2. Compiling necessary information for the application process through collaboration with other employees, database research, and other fact-finding actions and meetings.
  3. Completing grant applications for Public Works projects including but not limited to applications, data collection and entry, written narratives, and other application requirements.
  4. Coordinating and conducting contract initiation, monitoring, or compliance activities, in accordance with the City's contracting policies and procedures.
  5. Reporting, compliance and audit requirements associated with grant awards.
  6. Assisting with development of project bid documents and preparation of City Council Agendas for award of grant-related contracts. Developing and maintaining internal monitoring schedule and protocol for reporting by tracking project progress, ensuring quarterly/annual reporting is accurate, submitted timely and all requirements of the grant are met.
  7. Performing moderately complex level compliance reviews, which include planning of projects/reviews, organizing, directing, investigating and assessing compliance.
  8. Leading compliance team in performing project steps and procedures to establish and maintain contract/grant compliance.
  9. Monitoring U.S. Federal and State guidance and final rules related to awarded State and Federal grant programs and advising when guidance is revised that may affect implementation and reporting of funds.
  10. Working closely with accounting and operational staff to ensure all funds are recorded accurately for Schedule of Expenditures of Federal Awards (SEFA) reporting and for grant tracking and reporting purposes; establish a system for closing out each project.
  11. Collaborating with department heads throughout life of projects to ensure procurement procedures are followed and preparing memos regarding use of funds and project status to keep management informed.
  12. Providing professional assistance to the City's senior departmental staff for the entire grant process.
  13. Hours: Monday through Friday, 8:00 am to 5:00 pm.
  14. Regular and timely attendance is required.

Requirements and Skills:
  • Demonstrated successful grant proposal development including budgets, calendars, reporting and work plans.
  • Ability to coordinate multiple tasks and activities.
  • Ability to analyze and identify trends from statistical and other data.
  • Creativity, flexibility, people skills, and an entrepreneurial spirit are necessary.
  • Experience creating proposals for showing, promoting, and selling desired projects.
  • Experience with budget management and sound financial and budgetary decisions.
  • Experience needed to establish and maintain effective, harmonious, cooperative, and productive working relationships with the public, elected officials, members of boards and commissions, department heads, other employees of the City, and employees of other government agencies.
  • Ability to maintain confidentiality, integrity and honesty.
  • Flexibility to handle issues and projects with different completion schedules.
  • Able to work independently, and as a team member, balancing multiple priorities and numerous deadlines.
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to learn and follow policies and regulations.
  • Organizational skills.
  • Professional writing and listening skills.

MINIMUM QUALIFICATIONS:

Education and Experience:
  • Must a have a Bachelor's Degree from an accredited college or university with major course work in public administration, business, accounting, finance, or a closely related field or degree requirement may be waived with four (4) or more years of relevant experience or combination of both.

Required Licenses or Certifications:
  • A driver license with a good driving record is required.
  • Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.
  • Notary Public preferred.

Physical Demands / Work Environment:
  • Work is performed in a standard office environment. Subject to sitting for extended periods of time, standing, walking, bending, reaching, and lifting of objects up to 15 pounds. Exposure to potentially hostile members of the public is involved.
